<br />16 <br /> <br /> <br />0:,1948 <br /> <br />48, The elimination of Homestaka Ie.~e, an exceptionally produo- <br />tive lake, will be a serious loss and the applicants should provide <br />for the mitigation of this loss. Although the reservoir will provide <br />fishing opportunity, the quality of the habitat will be int'erior to <br />that of Homestake Lake. Construction of a fishing lake of comparable <br />value and acceptable to the Colorado Game and Fish Department and the <br />Fish and Wildlife Service should be included in the project plans. An <br />investigation should be initiated as soon as possible by the applicant <br />in cooperation with the Colorado Game and Fish Department and the Fish <br />and Wildlife Service to determine the replacement cost for this impor- <br />tant fishery. <br />49. Improvement of present roads and construction of new roads <br />will be required for construction of the project. The easier accessi- <br />bility provided by these roads will result in a greater fisherman <br />utilization of t.he streams in the area (if' the present quality ot the <br />habitat is maintained). Although access to the proposed reservoir <br />will be superior to the present access to Homastake Lake~ the poor <br />quality of the habitat in the reservoir will not attract large num- <br />bers of fishermen. <br /> <br />Minimum flows <br />50. Aquatic habitat studies have been conducted on streams pro- <br />posed tor diversion in order to determine the minimum flows necessary <br />to protect the existing fishery. A schedule of these flows is pre- <br />sented in table 1. Since headgates are planned for all diversion <br />structures, it would be possible to bypass \later in each stream as <br />set forth in the table. <br />
