OCUjl.Jj I bUara <br /> <br />Doug Robotham <br />Assistant Director <br />Colorado Department of Natural Resources <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />Subject: Joint Operations Plan <br /> <br />Dear Mr, Robotham: <br /> <br />Several years ago you played a pivotal role in the development of the Joint Operations Plan <br />(JOP) to enhance trout fisheries in the Poudre Basin without bypass flows, We have recently <br />done an evaluation of the program, I am sure you are pleased that the cooperative reservoir <br />releases among the three JOP participants (Greeley, Fort Collins, Water Supply and Storage <br />Company) has operated successfully now for three years. The results in trout habitat <br />improvement are impressive. In the critical dry winter months, when trout habitat is restricted by <br />low native stream flows and freezing, JOP keeps the streams alive and improves trout habitat in <br />the Poudre basin 3 to 5 times better than bypass flows would have done. <br /> <br />Enclosed is a summary of the JOP results which we gave to the Gunnison Water Conference last <br />week. Appropriately enough, the conference was titled, "Water Partnerships: Can competing <br />users cooperate and manage a vital resource... and live happily ever after?" The answer in the <br />Poudre basin is a resounding, "Yes!" to the first part and "hopefully" to the 'happily ever after' <br />part. Greeley certainly wants to continue with JOP and is committed to do so by Forest Service <br />permits.
