<br />LJI.. <br /> <br />III. Study Goals, Objectives, End Product: <br /> <br />The draft "Fl aming Gorge High Flow Damage Assessment Report" <br />(developed jointly by the u.S. Fish and Wildlife Service, the Provo <br />Area Office of the U.S. Bureau of Reclamation, and the Western Area <br />Power Administration), stated that 1993 flows damaged 521 acres of <br />pasture lands, 105 acres of cropland, pumps, and 2 mobile home <br />properties in the Jensen, Utah, area of the Green River. Estimated <br />costs for resolving the problems and preventing future damage (e.g., <br />by acquiring properties and moving the mobile homes and pumps) <br />ranged from approximately $320K to $600K. <br /> <br />The razorback spawning bar is located at River Mile 311.5. The <br />stretch of the Green River from Jensen (RM 305) downstream to <br />Brennan Bottom (RM 264) includes over 3,000 acres of floodplain <br />habitat, most of which consists of floodplain depressions, and over <br />half of which is privately-owned. Floodplain development has been <br />relatively minimal in this area and is, therefore, more easily <br />reversible. Downstream from Brennan Bottom is the Ouray National <br />Wi1d1ife Refuge, beginning with Johnson Bottom (RM 265), and ending <br />at Old Charlie Wash (RM 249). <br /> <br />Razorback adu1ts have been found throughout this area, and <br />apparently use it for pre-spawning, post-spawning, and possib1y <br />year-round residence. Razorback larvae drift through this area, and <br />would likely use the floodplain habitats if they were available. <br />Within this section of river flood frequency, extent, and duration <br />can be controlled, in part, by Flaming Gorge operations. <br /> <br />Therefore, acquisition of interests in floodplain properties in this <br />area would be expected to help the endangered fishes (by <br />providing/protecting habitat); the area residents (by reducing flood <br />damages); and the Bureau of Reclamation (bY allowing greater <br />flexibility in operating Flaming Gorge). <br /> <br />Goal: To acquire, restore, and protect floodplain habitats, and <br />to develop incentives for landowners to cooperate in <br />managing habitats for use by endangered fishes. <br /> <br />Objectives: <br /> <br />I. Identify and evaluate sites. <br />2. Pre-acquisition planning and identification of <br />acquisition options. <br />3. Conduct appraisals and environmental compliance. <br />4. Negotiate acquisition and acquire. <br /> <br />End Products: <br /> <br />Agreements, easements, leases, fee titles, etc., of floodplain <br />properties between Brennan Bottom (RM 264) and Jensen (RM 305). <br /> <br />2 <br />
