<br />A - \ <br /> <br />APPENDIX I <br /> <br />Floodplain Habitat Restoration Program <br />Goal and Objectives <br /> <br />ProQram Goal <br /> <br />To restore or enhance natural floodplain functions that support recovery of <br />endangered fishes in the upper Colorado River basin. <br /> <br />ProQram Obiectives <br /> <br />1. Assist in short-term stabilization of razorback sucker populations by <br />utilizing existing (or creating) drainable floodplain habitats with <br />inflow/outflow control to maximize survivorship of young razorback <br />suckers which will be stocked in accordance with approved stocking plans. <br />In meeting this objective, consideration will be given to the evaluation <br />of the effects of nonnatives on young razorback suckers and how <br />floodplain habitats will be managed in the long term to meet razorback <br />sucker recovery objectives. <br /> <br />2. Maximize recruitment and persistence of razor backs and other native <br />fishes in the long term through restoration and adaptive management of <br />floodplain functions. <br /> <br />Discussion of Program Goal and Objectives <br /> <br />Prooram Goal <br /> <br />To restore or enhance natural floodplain functions that support recovery of <br />endangered fishes in the upper Colorado River basin. <br /> <br />"restore or enhance" - "Restoration" is based on the premise that historical <br />conditions were adequate to sustain the species, and that a reversal in <br />habitat quality/quantity trends will eventually result in a reversal in <br />species' population declines, once the pre-existing conditions are <br />reestablished to some deoree (Figure I). The degree to which historical <br />conditions must be restored is unknown; maybe 50%, 75%, 90%. "Historical <br />conditions", in terms of habitat quality/quantity, are defined here to include <br />flow regimes, sediment dynamics, physical habitat characteristics, water <br />temperatures, water quality and contaminants, food densities, fish species <br />composition and abundance, and vegetative cover. "Enhancement" implies <br />improving upon existing conditions for the benefit of the endangered species, <br />and is synonymous with "restoration" in many cases. <br /> <br />1 <br />
