(COIltllluedfrom pn'l."I.'dillS paSt') (i) any heal th effect the regulatory alternative would preven t; and I (ii) the system-level incre- mental cost of the alternative; (q in consultation with the Di- rector of the National Academy of Sciences, the list of contaminants listed pursuant to section 1412 of the Act (42 USe. 3OOg-l) for the purpose of considering revisions to the list to take into account- (i) whether the contami- nant is kno"" (or rea<onably anticipated) to cause a sigriifi- cant adverse effect on human heal th; (ii) if the contaminant is not kI,O"', (or rea<onably an- ticipated) to CatL<;€' a significant adverse effect on human health, the risk or safety factors a<;soci- ated \vith the maxinlllnl con- taminant level for the contaminant w1der section 1412 of the Act (including any safety factor a<;sociated with relative source contribution and as- sumptions concenling \vater consumption); and (ill) whether the contami- nant i..<; known to be, or rea.;;c)J1- ably anticipated to occur, in public water systems located within each State and region co\'ere.i by the Act; (D) the compliance deadlines tmder the Act (to detemline whether any revision would be appropriate); (E) each regulation and pro- posed regulation described in sub- section (b), for the purpose of detennining whether a regulation to apply exclusively to small public water systems (as determined by the Administrator) would be more appropriate to address the needs of small communities (as determined by the Administrator); and (F) the funding needs of States and political subdivisions of States to meet the requirements of the Act, and recommended altematives to ensure that States and political sub- divisions of States meet the funding needs, (2) REPORT-Upon completion of the study described in paragraph (1), the Administrator shall submit to Con- gress a written report that documents the findings of the shldy and includes recommended legislative changes to the Act (d) ISSUA:"CE OF REGULATIO~S,-lf the Administrator, in consultation with the States, and after considering available re- sources for managing risks a<;sociated with drinking water, determines that the imme- diate implementation or promulgation of a national primary drinking water regulation tUldersection 14120f the Act (42 USe. 300g- I), or similar mle or regulation, is justifi- able in order to protect human health, the Administrator shall in1plement or promul- gate the regulation without regard to sub- section (b), . . 4
