<br />L:J3'J <br /> <br />REVIEW OF CERTAIN SAFETY ASPECTS OF <br />FEASIBILITY STAGE DESIGN OF <br /> <br />PROPOSED NARROWS DAM, COLORADO <br /> <br />INTRODUCTION <br /> <br />The followwg report presents observations made and conclusIons drawn from a <br />review of pertineD.t data. docwnents. and drawings, together with a oD.e-day site I.n.spec- <br />tion and a half-day brIefing session, aU focused on the investigations for, and the cur- <br />rent design of, proposed Narrows Dam. The purpose of these activities has been to de- <br />velop an assessment of the competence of the foundation of the proposed dam and the <br />adequacy of the proposed design of the dam. In the context intended, the- assessment is <br />restrlcted to the pr1ncipal stnlctural and geotechnIcal features of the proposed cross <br />section of the dam, and of its foundation, in regard to their adequacy against possible <br />catastrophic failure due to natural or operational events. The assessment does not in- <br />clude consideration of such important features of the overall desIgn as the splllw~ys ::md <br />the outlet works. Additionally, the assessment does not lnclude evaluation of planning <br />concepts such as economics, water supply, reservoir operation, flood control criteria, <br />and general benefits, but accepts statements provided on these matters at face value. <br />TERMS OF REFERENCE <br /> <br />The undersigned consultant, retaIned through the firm of Thomas l\-I. Leps, Inc., <br />was authorized by United States Department of Interior's Bureau of Reclamation .Pur- <br />chase Order No.8 07 DP 00215, dated December 5, 1977, to prepare this review report. <br />An oral report was made at the Bureaurs Denver E. and R. Center on January 10, 1973. <br />The following report Includes the benefit of e.'"'CchaD.ge of vIews durl.og that meeting. <br />It was tmderstood, as between the Bureau and Thomas M. Leps, Inc., that the <br />time available for reviewing the e.:ctenslve accumulation of investlgat1ons, studies and <br />reports on the Narrows damsite, accumulated over more than 30 years, was limited by <br />its early need for an Independent review. Hence, it should be accepted without reserva-I If tIOD. that the judgments expressed in the following report have had to be bused on selec- <br />tive sampling of the voluminous records, based on e."q)erience in discerning what may <br /> <br />I. <br />
