<br />The above categories encompass a broad range of water resource functions. <br /> <br />a <br />c\ <br />... <br />~ <br />c.T.l <br />co <br /> <br />Included therein are identified water problems of too much snd too little; sediment <br /> <br />and erosion control including stream and bank degradation; water quality, natural <br /> <br />and man-made; and water use. The work group has addressed these various problems <br /> <br />that are of concern to the area. The identification is for the specified time <br /> <br />frames of present, 1975-1985, or immediate future, 1985-2000. In most instances, <br /> <br />the problems transcend both time frames. However, at the present time, the work <br /> <br />group has not identified problems as to a severity classification. It should be <br /> <br />noted that basic problems which are inherent in any water development program <br /> <br />involving inter-governmental considerations have not been identified nor does the <br /> <br />work group propose to concern itself with these problems. Included in this <br />and <br />category are the basic problems of funding, policies and procedures,/on-going <br /> <br />agency programs and studies. The work group also did not attempt to develop a <br /> <br />catalog of every problem or a "wish-book" listing. The problems addressed are those <br /> <br />of immediate concern in terms of a water development program. In some instances, <br /> <br />the identified problems are intra-regional in scope while others may have impacts <br /> <br />of an inter-regional or interstate nature. <br /> <br />Within these guidelines a total of 20 problem areas for ASA 1103 have been <br /> <br />tentatively identified. Within the total are four problem identification areas <br /> <br />which are statewide in scope and are indicated presently for only the Kansas portion <br /> <br />of the designated ASA's of 1103 and 1104. These problems are of concern within the <br /> <br />immediate time frame 1975-1985 as well as the future time of 2000. Included in <br /> <br />this group are the following: <br /> <br />1. Inventory and appraisal of terrestrial and aquatic wildlife habitat, <br /> <br />2. Inventory and appraisal of archeological and historic sites. <br /> <br />3, Fish and wildlife habitat destruction from accelerated agricultural and <br /> <br />water resource exploitation. <br /> <br />4, Water use efficiency related to intensive agriculture. <br /> <br />33. <br />
