<br />o <br />(,- .' <br />..... <br />~ <br />en <br />a') <br /> <br />ASA 1103 Work Group <br />Report <br />Phase II - Activity One <br />National Assessment Study <br />Problem Identification <br /> <br />Introduction <br /> <br />Work Group 1103 is composed of representatives from Kansas; Oklahoma; Soil <br /> <br />Conservation Service; Health, Education and Welfare; and the Federal Power Commission, <br /> <br />Advisors to the work group include representatives from Colorado, Corps of Engineers; <br /> <br />Interior and the Regional Study Director, The work group met on two occasions to <br /> <br />review procedures, methodology and initial problem identification which had been <br /> <br />compiled by the state representatives. In addition, numerous conferences were <br /> <br />held with various members and advisors in the development of the problem identification <br /> <br />list. <br /> <br />Description of Area <br /> <br />ASA 1103, delineated by the Water Resources Council,encompasses the southwestern <br /> <br />two-thirds of the State of Kansas and the north-central portion of Oklahoma. The <br /> <br />extreme southeast county, Baca, of Colorado is also designated as part of the ASA. <br /> <br />The area extends from the Colorado-Kansas state line to roughly the heauwaters <br /> <br />of the Keystone Reservoir in Oklahoma. The Arkansas and Cimarron rivers are the <br /> <br />major drainage courses and cover about 48,000 square miles. The area includes <br /> <br />a total of 55 counties. For purposes of problem identification, the ASA has been <br /> <br />sub-divided into planning or analytical units previously used by the states. These <br /> <br />areas are the Upper Arkansas--state line to Great Bend, Kansas; Lower Arkansas-- <br /> <br />Great Bend to the headwaters of Keystone Reservoir; and Cimarron River to headwaters, <br /> <br />Keystone Reservoir. Where applicable, these areas have been further sub-divided <br /> <br />for the problem identification activity. <br /> <br />~/. <br />
