A separate transit <br />loss account release of 2,665.35 acre-feet was made to support <br />deliveries of Kansas account water to the Stateline. Operations of the <br />Kansas and transit loss accounts are summarized in Tables 9, 10, and <br />11. These operations are also detailed on a daily basis in Appendices <br />B-12 and B-13. <br /> <br />By annual agreement between the states, the State line flow attributed <br />to Kansas demands for releases from JMR is calculated using a <br />lag/rundown period to account for the transit time between JMR and <br />the Stateline, To determine whether the requested release has been <br />delivered, the states further agree that no part of the daily Stateline <br />flow exceeding 105% of Kansas' demand will be credited toward those <br />deliveries. The annual operating agreement for 1991 (dated Dec. 11, <br />1990) states in parI: <br />"3. Credit for delivery to Kansas will stop at the Stateline 7 days after <br />the end of the run at JMR. No credit for over delivery will be carried <br />forward to any subsequent run. <br />4, When the daily average flow at the Stateline exceeds the demand, <br />delivery will be credited at not to exceed 105% of the demand." <br /> <br />I <br />. <br /> <br />18 <br /> <br />ueA"" <br />
