Table 3 shows diversions less measured return flows for the major
water users in the Lower Basin during the past five water years. As
can be seen, Lower Basin use during 1974 increased by 132,000 acre-
feet over the previous year's use.
*Includes 2,591 acre-feet in 1972, 9,405 acre-feet in 1973,
and 9,637 acre-feet in 1974 for deliveries to City of Tijuana
under provisions of I:jinute -Ho. 240 of the International
Boundary and l'Iater Commission.

Table 4 shows the annual deliveries to I-Iexico since 1962 and
include's data on both total excess deliveries to ,lexico and delive-
ries \vhich are in excess of control schedules. These weekly
schedules of deliveries to I-iexico are Elade up of estimated return
flm-Is froEl projects in the Yllina area, releases froEl Imperial Dam
for sluicing silt mlay from the settling basins and river regulation,
and additional releases required from upstreffin storage. The releases
from upstreffiTI storage are held to the minimum necessary for the sum
of all deliveries to meet the United States' commitments for water
delivery pursuant to the ]I;]exican Water Treaty and the r'Iinutes of the
International Boundary and ilater Commission, and includes an annual
sum of 315 acre-feet of overdelivery to make sure ]l;Iexico receives its
total order. As can be seen from Table 4, river operations in the
past few years have successfully limited the amount of excess water
delivered to Mexico.
