e

e

e

o

multiple use decrees were assumed to use the most water for the highest consumpti ve
purpose. Therefore, only one value at the highest rate was computed.
Irrigation consumption was computed at 40% of the decreed amount over a 153 day
season.
Commercial, Industrial and Municipal consumption was computed at 30% of the
decreed amount on a year round basis.
Domestic consumption was computed at 5% of the decreed amount on a year round
basis.
Storage consumption was computed using the same values with no allowance for
evaporation.

o

o

o

o

The consultant will review this approach and the values suggested and recommend modifications,
if necessary, to Board staff for approval. The consultant will compare the consumptive use
values used by the Service on projects that have undergone Section 7 consultation to the water
right decree consumption values for those projects calculated in this task and modifY the water
right decree consumptive use values accordingly. After performing this analysis on an annual
basis, the consultant will develop monthly flow distributions for the different use types, by
hydrologic units if appropriate, and provide them to Board staff for review and approval.

Task 4 Determination and Distribution of Remaining Unused Aooortionment - This task will
determine and evaluate the different methods for distributing the unused apportionment. This will
include various distribution scenarios of the unused apportionment showing, in tabular form, the
total compact apportionment for each river basin on a monthly and annual basis. For this task,
the following distribution methodologies will be used:

Basinwide Priority - This methodology assumes that the distribution of the unused
apportionment will be based on the State's priority system; and that Water Division 4,5,6 and
7 will be considered as one river basin for administration purposes. Conditional water rights
for each Water District will be listed by priority date and the lists will be combined to include
all conditional water rights in the Colorado River basin by priority date. The remaining unused
apportionment will be distributed by priority to the basins and subbasins with the senior
conditional water rights until Colorado's unused apportionment is exhausted. The priority date
on which Colorado's apportionment is exhausted becomes the cutoff date beyond which
additional development would have to be conditioned or limited in some manner. The
availability of the physieal water supply will be reviewed to assure that there is water
physically available to the identified rights at least in a wet year.

Subbasin entitlement - The following methodologies will be considered:

I) - total depletions allowed from a basin or subbasin will be proportionate to the natural
flow contribution as determined in the above task; and

2) - other methods will be reviewed and analyzed for appropriateness in distributing unused

10

COW 0381 l
