'", <br />i.u:'" ,:.: <br />In addition, there is potential for the design of Pueblo West's intake structure to have a long-term <br />impact if it impedes diversions to the West Pueblo Ditch which supplies the swim beach with water. <br />(See Hydrology section for related information.) <br /> <br />Changes in the amount of Pueblo West's water usage are not expected to have any impact on Arkansas <br />River white water rafting. Net river flows are expected to remain similar to recent years due to the <br />expected continued cooperative flow management by the State and Reclamation. <br /> <br />Construction of the proposed action is planned to occur in off-season months, particularly the winter <br />months when recreational activities are expected to be reduced. However, the bike/pedestrian trail and <br />access road would need to be temporarily closed during construction activities. <br /> <br />To mitigate these potential impacts, the following actions will be required: <br /> <br />. Construction activities will be conducted in a manner that minimizes disruption of traffic on <br />the access road, including providing at least one lane of through traffic at all times or an <br />alternative route in the immediate vicinity, and shall be coordinated with the Lake Pueblo State <br />Park. <br /> <br />· Construction of the pipeline will be conducted in such a manner that the bike/pedestrian trail is <br />closed for the shortest reasonable time frame, and shall be coordinated with the Lake Pueblo <br />State Park. <br /> <br />Threatened and Endangered Species <br /> <br />Affected Environment <br /> <br />This section constitutes Reclamation's Threatened and Endangered Species (T&E) determination <br />under Section 7 of the Endangered Species Act (ESA). <br /> <br />Information on the potential for threatened, endangered, and candidate species, and their habitat within <br />the action area of the proposed project were obtained from the U. S. Fish and Wildlife Service <br />(Service), Ecological Services, Colorado Field Office. The action area for this project includes the <br />Arkansas River between Twin Lakes and Pueblo Reservoir, Pueblo Reservoir and the area to be <br />disturbed by construction of the pipeline and related facilities. The Service indicated the potential for <br />twelve federally-listed threatened, endangered, or candidate species to be fou.nd in the vicinity of the <br />project area. Four of these species, the Preble's meadow jumping mouse, Uncompaghre butterfly, <br />penland alpine fen mustard, and the Colorado butterfly plant, are clearly outside of the action area or <br />any potential impacts from the project. Consequently, these four species were not considered in this <br />analysis. The remaining species are listed in Table 3.3. <br /> <br />The Colorado Division of Wildlife's species of concern list was reviewed to determine if any of these <br />species may potentially be impacted by the proposed action. No species of concern were identified <br />that may potentially be impacted by the proposed action. <br /> <br />15 <br />
