<br />./ <br /> <br />treated to remove incompatible or toxic substances <br />before discharge into a municipal treatment <br />syst.em. <br />Data will also be included on financing <br />arrangements, time requirements. the anticipated <br />cost of implementation and probable economic, <br />social and environmental effects. <br />Methods t.o dispose of t.he resiuuc and t.reated <br />wastewater that remain after t.reatment will be <br />indicated. <br />Most important. the plan will define the <br />management structure responsible for implementa- <br />tion. This could range from a single agency to a <br />number of agencies and government organizations. <br />The implementing agency or agencies resulting <br />from the completed plan. Illust have the legal <br />authority to lake whatever actions are necessary to <br />carry out the plan. Inclusion of t.his management <br />provision guarantees enforcement, because, under <br />law. once the plan is developed and certified, it <br />must be implemented. <br /> <br />Program Activities <br />Because tile program is extremely complex, <br />DRCOG has devoted t.he first. six months to <br />staffing. organizing .and defining the det.ailed work <br />to be performed by the Water Resources staff or <br />consulting firms. <br />The staff consists of seven - five professionals <br />and two clerical personnel. This section is <br />supported by the Comprehensive Planning and <br />Data Processing units. Combined cOllncil activity <br />will absorb ab~ut one-half of the grant. The level <br />of involvement by DRCOG staff is significant. <br />because under the 208 program, all planning <br />programs dealing with land use, population <br />allocation. and economic patterns are being <br />reviewed and revised as 1975 b~seline data. This <br />report will be ready for public review by December <br />15,1975. <br /> <br />en Consultants Chosen <br />~ Three cons,u,ltants ,have heen retained to support <br />C\J the prol-:"ram. llwsc fIrms are: <br />Corncll. Hayes, Mcrrfield, Clair Ilill <br />(CI12I'vl-I-lill) which is providing tedmical ell~d- <br />!leering servICes in t.he facilities analysis, waler <br />quality' modeling, non-point source and plan <br />selection areas. <br />Rcsuu"n:c Plannin~ Associates (RP A) which is <br />developing land use and wat.er quality relationships <br />ancl conductlllg environmental assessments. <br />TOllche Ross and Co. and the Research Group, <br />Inc.. which arc providing assistance in t.he <br />inst.itutional and financial analysps and UH' public <br />involvement program. <br /> <br />t <br /> <br />What About You? <br />Solving the area's water quality problems <br />requires making decisions on the location of <br />treatment plants, control of non-point sources, <br />land use, development. and solid waste disposal. <br />Decisions on t.hese issues catl have a pronounced <br />affect on how the people of an area live. <br />Congress has recognized the potential signifi- <br />cance of these decisions and has provided for <br />citizen input. into 208 studies by stating: <br /> <br />"Public participatioll ill the developmellt, <br />revision, and enforcement of any regulatIOn. <br />standard, efftuellt limitatioll, ptal! or program <br />. . . shall be provided for, ellcouraged alld <br />assisted. . <br /> <br />DRCOG believes citizens can give the 208 study <br />necessary information about communit.y attitudes <br />on the issues ruld alternatives. Cit.izens must help to <br />define the effect alternatives will have on the <br />community as a whole. <br />DRCOG has established a comprehensive citizen <br />involvement program. which includes information <br />and education approaches, seminars. workshops <br />and direct liaison with representatives from public <br />officials to private interest groups. <br />The focal point. for public input. begins with <br />public officials through the Council and includes <br />existing Council advisory groups, such as the <br />Regional Planning Advisory Committee, Citizens <br />Advisory Committee and the Water Resources <br />Advisory Committee. <br />In order to provide a more comprehensive <br />regional cross section of advice. a single group, the <br />Water Quality Management Task Force, has been <br />creat.ed specifically to advise on t.he 208 planning <br />process. <br />This group, chaired by Major Dominguez, <br />consists of locally elected officials, public health <br />officials. environmental or public concen1 groups <br />and members of other interested groups from <br />industry, utility agencies and local planning offices. <br />This committee meet.s at t.he DRCOG offices every <br />third Wednesday of lhc Illonlh at 9:30 a.m. <br /> <br />Channel for Citizen Input <br />The Task Force provides a formal channel for <br />citizen input. Since clean water is lhe right. and <br />responsibility of everyone, howE'ver. ideas, opin- <br />ions and suggestions arC' solicilE'd. <br />To obt.ain the public participation, t.he 208 <br />study team will he holding public seminars, <br />workshops and hearings. Announcement of t.he <br />t.ime and place of these gat.herings will be <br />made at appropriate t.imes. <br />
