Lamm <br />Governor of the State of Colorado <br />Denver, Colorado <br /> <br />Sirs: <br /> <br />The 39th annual meeting of the Rio Grande Compact Commission was held <br />at El Paso, Texas on March 23, 1978. <br /> <br />The Commission reviewed its prior reports and the current reports of <br />the Secretary relative to streamflow at Compact gaging stations and storage <br />in reservoirs. The Commission found that: <br /> <br />(a) Deliveries of water at the COloradO-New Mexico State line by Colorado <br />amounted to 61,200 acre-feet, which Was 9,700 acre-feet in excess of <br />the scheduled delivery in 1977. The accrued debit of Colorado was <br />reduced to 705,500 acre-feet as of December 31, 1977. However, in <br />light of the, as yet unresolved controversy between the States, <br />Colorado cannot agree with the conclusions as to her indebtedness. <br /> <br />(b) Deliveries of.water into Elephant Butte Reservoir by New Mexico, as <br />measured by the Elephant Butte Effective Supply, amounted to 201,500 <br />acre-feet, which was 32,500 acre-feet in excess of the scheduled <br />delivery in 1977. The accured credit of New Mexico was 32,000 <br />acre-feet as of December 31, 1977. <br /> <br />(c) Releases of usable water in 1977 from Project Storage amounted to <br />481,100 acre-feet. <br /> <br />[d) Expenses of administration of the Rio Grande Compact were $53,788 <br />in the fiscal year ending June 30, 1977.
