3, Other. These are m i sce 11 aneous revenues not i nc 1 uded
elsewhere. Historically, they have'ranged from $13 to $114,563 annually.
In Fiscal Year 1980, the revenues were $18,531 and consisted of $12,648
from land leases, $3,213 from property rental, and $2,670 from various
miscellaneous sources. These revenues for future years were estimated to
be $19,148 each year, which is the annual average of the historical other
revenues for the period of Fiscal Years 1976 through 1980.

F. Annua 1 EXfenses. The annual expenses are shown on the power
repayment study. Fo lowing is a discussion of the various categories of
annua 1 expenses:

1. Operation and Maintenance Costs. Column 4 of the repay-
ment study shows the annual power O&M expenses for the project repayment
period of 1941 through 2034. For the historical years, the power O&M
costs started out at $100,744 in 1941, decreased to $69,249 in 1942,
increased gradually to a maximum of $673,786 in 1978, and then decreased
to $593,374 in 1980. The 1976 year shows a cost of $761,737, but this
includes the 15 month period ,from July 1975 through September 1976. The
decrease between 1978 and 1980 was due to the sale of the transmission
system. For the years after Fiscal Year 1980, the projected power O&M
costs were escalated each year through Fiscal Year 1982, then kept con-
stant until 1985, when the costs were decreased due to the planned con-
vers ion of the Elephant Butte Powerp1 ant to unattended operation. The
power O&M costs for years after Fiscal Year 1978 include the cost (unes-
ca 1 ated) of wheel i ng RGP power and energy to T or C over the system of
Plains. Following is a tabulation of future power O&M costs in thousands
of do 11 ars :

Fiscal
Year
1981

665

Fiscal
Year
1982

710

Fiscal
Year
1983

710

Fiscal
Year
1984

Fiscal Year
1985 & After

710

664

2. Energy and Capacity Purchases. Since 1965, energy and
capacity for firming the RGP power have been purchased from the CRSP,
Table 6 gives a breakdown of the estimated future seasonal kWh and kW
purchases and the annual costs thereof for the three options. Tne pur-
chase rate for Fiscal Years 1981 and 1982 is the existing CRSP rate; and
the purchase rate for Fiscal Year 1983 and thereafter is the rate used in
the preliminary CRSP Power Repayment Study for Fiscal Year 1980.

3. Other Expenses. These expenses are shown in Column G of
the RGP repayment study. The historical data through Fiscal Year 1980
include irri9ation O&M expenses and debits or credits for ener9Y inter-
changes, The costs in Fiscal Year 1980 also include costs for a sediment
survey of the Elephant Butte Reservoir. Because of a large amount of
credits for interchanges in Fiscal Year 1980, the net expense for that
year was a credit of $45,647. The costs shown for future years are irri-
gation O&M expenses except that the costs in Fiscal year 1981 include

O'J14..0

27
