Previous <br />to this, Mr. Boustead had been President of the Ark~neas Valley <br />Water Development Association. <br />When testimony in Congress tirst began in 1953 for <br />the project there was little progress:because the thrust of the <br />project had been for agricultural water, supplemental water <br />for agriculture only. During this period there was a surplus <br />of agricultural pro~ots and many people felt that, this supple- <br />mental water would just compound the, problem.
