",; ,~ <br /> <br />ACKNOWLEDGEMENTS <br /> <br />The assessment of i nterbas i n water transfer opportuni ti es and poten- <br />tials for the High Plains Region has been a cooperative effort among the <br />General Contractor (High Plains Associates), the U.S. Army Corps of Engineers <br />(Corps) for interstate water transfer assessments, and the respective states <br />for intrastate potentials. <br /> <br />Enabling legislation which authorizes the High Plains study specifically <br />delegates responsibility for interstate water transfer studies to the Corps. <br />The Hi gh Pl ai ns Study Pl an of Work* further specifi es the assi gnment of <br />responsibilities for requisite components of the water transfer studies among <br />the General Contractor (GC), the Corps, and the states. <br /> <br />The Corps, in cooperation with the High Plains Study Council (HPSC) and <br />the GC, identified potential basins of orlgln, favorable diversion points, <br />off-stream water storage sites, reconnaissance level conveyance routes and <br />facilities, terminal storage sites, and other preliminary water transfer <br />requirements. The Corps also estimated potential water yields and costs, <br />including both capital and operations and maintenance (O&M) costs for each <br />route. In cooperat i on wi th the U. S. Fi sh and Wil dl ife Servi ce (FWS), the <br />Corps made an overview assessment of the more significant potential environ- <br />mental consequences for each water transfer alternative. <br /> <br />The General Contractor worked closely with the Corps on the interstate <br />water transfer studies and with the states for intrastate opportunities. <br />Results of those studies are summarized in the GC's final report to the HPSC <br />and to the Secretary of Commerce dated March 1982.
