(Management Strategy Fi ve) <br /> <br />Of particular rel.evance to the B-1 studies are water management strate- <br />gies four and five (MS-4, MS-5A and 5B). The purpose of the B-1 assessments <br />were to provide necessary data input to the analysis of strategies four and <br />fi ve. <br /> <br />STRATEGY FOUR (MS-4) <br /> <br />The underl yi ng assumpt i on ident ifyi ng intrastate i nterbas i n trans fers <br />to be evaluated for their potential to augment local water supply in <br />Strategy Four was defined as those diversions and transfer for which "all <br />decisions and actions required to implement the water transfer are within <br />the power and authority (existing or amended) of the individual state and <br />woul d not requi re interstate agreements". Each of the si x states exami ned <br />exi st i ng and ongoi ng state pl anni ng results to determi ne whether surface <br />waters were available in state for diversion to the High Plains Region. <br /> <br />Strategy Four, deal ing with intrastate water transfer potenti al s, was <br />anal yzed by state researchers only for Nebraska and Okl ahoma. Intrastate <br />transfers to the High Plains Region were not judged by the other four states <br />to be feasible in providing a significant potential for alleviation of long- <br />term water depletion from the Aquifer. <br /> <br />Nebraska and Oklahoma have developed plans for such intrastate diver- <br />sions and transfers, and therefore included analyses of Strategy Four as an <br />
