Key federal agencies were involved in the early stages of planning, <br />and were represented on a Technical Advisory Group formed by EDA to provide <br />technical review support to that agency as the Study progressed. <br /> <br />The role of General Contractor was to develop alternative strategies <br />that mi ght meet the basi c study objecti ves expressed in the authori zi ng <br />legislation, to evaluate the costs and the economic, environmental and social <br />impacts of each alternative and combinations, at the local, state, regional <br />and national levels, and to report this analysis to the Council and EDA. <br /> <br />Corps of Engineers (Corps) <br /> <br />The Secretary of the Army, acting through the Chief of Engineers, was <br />directed in P.L. 94-587 to consider alternatives for the transfer of water <br />from adjacent areas as a means of supplementing available supplies. The work <br />program of the Corps was an integral part of the overall Study and was care- <br />fully coordinated with work by the states and the General Contractor. The <br />Corps assigned management responsibil ity for its invol vement to the South- <br />western Division in Dallas, Texas. The Southwestern Division was assisted by <br />the Missouri River Division in Qnaha, Nebraska, on those transfer options <br />i nvol ving the Mi ssouri River and tri butaries. The Southwestern Divi sion <br />represented the Corps in coordinating with the High Plains Study Council and <br />its Liaison Committee, and the EDA Technical Advisory Group. <br /> <br />A portion of the funding allocated to the Corps under provlslons of <br />P.L. 94-587 was used by the Corps to contract with the U.S. Fish and Wildlife <br />Servi ce for an envi ronmenta 1 assessment of each di versi on route and its <br />facilities studied by the Corps. <br /> <br />The Corps' role was to identify potential sources and points of diver- <br />s i on for interbasi n transfers, estimate potenti a 1 export yi el ds subject to <br />appropri ate constrai nts, 1 ay out routi ngs for conveyance, identify termi nal <br />storage possibilities, assess potential environmental impacts, prepare recon- <br />naissance level designs and cost estimates, and report thereon to the Council <br />and the Secretary of Commerce. <br /> <br />3 <br />
