<br />area A lands. The general conclusion from this analysis is that the income <br />prospects for these five types of farms analyzed, when fully developed, would <br />be adequate to provide a satisfactory level of living and make some payments <br />for costs of irrigation water. <br /> <br />Relationship of the Florida Project to National Forest Lands <br /> <br />The proposed Florida Project is adjacent to the San Juan National Forest. <br />The Lemon Reservoir site is outside of the national forest; however, it <br />lies within a ten square mile area bounded on three sides by national forest <br />land. The forest boundary wi 11 be at a di stance of one-quarter to two miles <br />from the proposed reservoir. This proximity and geographical location of <br />the reservo i r gi ve the Forest Servi ce justifiable concern and interest re- <br />garding the character of use and anti cipated development that will take <br />place around the reservoir and on the intervening areas. <br /> <br />Construction and operation of the project will have significant effect upon <br />national forest admini stration, management and protection. Intensified fire <br />protection services will be needed during and after project installation. <br />Relocation of the county road whi ch noW" serves a portion of the national <br />forest will be required. <br /> <br />It is anti cipated that construction of the proposed reservo ir will attract <br />many vi si tors for camping, pi eni eking, boating and fishing. Therefore, <br />recreational uses of the reservoir and adjacent land should be planned and <br />facilities installed which will meet basic requirements for public health, <br />safety, property protection, and prevent pollution of water supplies. Suit- <br />able lands, adjacent to the reservoir, should be reserved or acquired and <br />be retained in publi c ownership for these purposes. The federal lands, <br />lying within the ten square mile block bounded on three sides by national <br />forest lands, should be wi thdrawn by the Department of the Interior and re- <br />tained in unencumbered condi tion until further need for these lands for <br />public recreation or other public purposes, can be determined. These lands <br />and recreational facilities should be administered and maintained by a <br />federal, state or local government agency to protect the public interest. <br /> <br />The concerned federal and state agencies may wi sh to consider a proposal to <br />extend the present national forest boundary to accomplish these objectives. <br /> <br />Some of thi s increased recreational use wi 11 also extend to adjacent national <br />forest lands requiring installation of minimum basic recreational facilities <br />on national forest lands. Project installation and operation will have no <br />adverse effect on Forest Service improvements or on future use of timber, <br />grazing or wildlife resources on the national forest. <br /> <br />Relationship of Watershed Conditions to the Florida Project <br /> <br />The watershed area of the Florida project comprises about 20h square miles. <br />It consists of the Florida River drainage area plus that portion of Florida <br />Mesa that drains into the Animas River. Watershed lands generally have a <br />good vegetative cover and soil loss is normally slight.
