<br /> <br />INTRODUCTION. <br /> <br /> <br />Mr. Chairman, members of PSAC, thank you for the invitation to present a <br /> <br /> <br />report on the Califomia Desert Plan Program. <br /> <br /> <br />After reading the minutes of your last meeting and particularly in <br /> <br /> <br />response to Mr. Macias opening statement recognizing that the desert does <br /> <br /> <br />not stop at the California state line; I will give a little background. <br /> <br /> <br />Following that I have a few slides to help me report on the nature and <br /> <br /> <br />progress of the program. Following this, I have brought some bas.e maps <br /> <br /> <br />and overlays which I will use in responding to your questions. <br /> <br /> <br />Why was the Califomia Desert Study initiated by the Bureau of Land Manage- <br /> <br /> <br />ment? <br /> <br /> <br />The major forces which caused this study emerged during the decade of the <br />sixty's. These major forces were. <br /> <br />Increase public awareness and concern regarding their environment. <br /> <br /> <br />-' Increased population density in the southem Califomia metro- <br /> <br /> <br />politan region. <br /> <br /> <br />Decline of environmental conditions in the metropolitan area <br /> <br /> <br />causing - <br /> <br /> <br />Greater public demand to "escape" from the metropolitan areas <br /> <br /> <br />on weekends and holidays. <br /> <br /> <br />Increasing affluent. <br /> <br /> <br />Increased accessibility. <br /> <br /> <br />As the Federal Interstate Highway System was completed, new freeways <br /> <br /> <br />linking metropolitan populations with the desert open spaces. <br /> <br />C-8 . <br />
