problems that BLM has had in getting this underway and it's a new
kind of concern in terms of the planning, the approach and the
strategy, the techniques, the tools, skills, required to accomplish
something like that and see what the reaction is on the basis of
what we have heard.

Colonel Vandenberg. Before we get into that we have a couple
more questions over here.

Mr. Bunter. I have one question on your inventory data, have
you digitized any of your geographic data?

Mr. Pfulb. No, as a matter of fact just before I came over here,
I was in Denver, because we are ready to go out to contract for a
software contract on geographic digitizing and we are holding it up
based on, at least for awhile, till we can get our own act together
internally in BLM. The process, again we're in this position where
we have to get operational and on line, to make use of all this
stuff, while some of the other systems that are coming,' with the
Bureau, are not yet at that stage where they can be installed. So,
the answer to your question is no, we haven't yet, we have the equip-
ment, it's been installed, and it's in a holding pattern, till we
get either a contract, which we are proposing, and we have gone
through the advertising and the evaluation and ready to issue the
contract, but probably are going back to the contractor after what
we learned in Denver and go through some demonstrations and bench
mark tests to make sure he can actually perform what we need to have
done before we issue the contract.

Mr. Bunter. What scale maps will you be digitizing and what
grid size?

Mr. Pfulb. Basic scale is 1 to 500,000 and the 1 to 250,000.
The geo-base we would like to and we expect to get from the USGS,
but that's sometime done time down the road. So what we need is a
capability of going direct from hard copy field map data direct
into the data bank so we can produce these overlays, that way, as
well as read what's on the overlay, that is take as many as
20 overlays and have the computer read out and play with it, instead
of going from the alpha numeric stuff the other way. That's going
to take some time, because eventually I think the, it's clear in
the future, where the ADP System that BLM will be using will be
capable of dealing with land status, the whole works, but it's going
to be time in coming.

Mr. Bunter. Whey did you choose the SOD?

B-18
