of thinking that you mentioned and there still is. The practicality
of getting it expanded, goes into many things, such as programm1ng,
budgeting, as well as political considerations. When we reached a
certain stage in the planning process, where we had made some
progress, we had developed an interim management plan, for off-road
vehicles, and I'll touch on that briefly in the slides. But along
came the Federal Land Management Policy Act and that gave official
recognition to the California Desert Boundaries as we are dealing
with them simply because we were that far along, with the project at
that time. So that with that brief introduction I would like to go
to my slides.

Mr. Pfulb's presentation is inclosed. See PART C - ATTACHMENTS.

Colonel Vandenberg. Thank you for a very enlightening presentation.
I don't envy you, your task in putting together a plan and trying to
find some degree of consensus or at least lack of total opposition
on a basis of the entire range of interest that get involved. Mr.
Pfulb is ready to answer questions or get into some further discussion.
So the State of California would like to be heard first.

Mr. Hightower. Your IS-man Advisory Committee, is this spelled
out in the legislation what the expertise of these various members
would be?

Mr. Pfulb, Yes, the basic categories of representation are
spelled out in the act.

Mr. Hightower.

Who selects the representatives?

Mr. Pfulb. The
Director nominates
appointment.

Secretary makes the appointment. The State
and the Secretary of the Interior makes the

Mr. Hightower.

What are the various members?

Mr. Pfulb. There are two recreation representatives, there is a
representative of energy and minerals, there is one minerals repre-
sentative, there is a representative from universities and academic
institutions, the public affairs aspect is represented by, last year
the Chairman of the Committee was Mr. Bill Lane, the owner, editor,
of Sunset Magazine, publisher. Wildlife is represented, local
government is represented.

Mr. Hightower. Are these gnerally State elected representatives?

Mr. Pfulb. Not necessarily, no, in fact in most cases, I think
only one, the local government representative, is Supervisor Clayton
Record from Riverside County. I believe he is the only elected

B-lO
