TSSUES <br /> <br />The National Environmental Policy Act (NEPAl requires an early and open <br />process for determining the scope of issues to be addressed and for <br />identifying the significant issues related to a proposed action. This <br />process is called scoping. <br /> <br />A Joint Review cormnittee, which is co-chaired by Mineral and ArctlUleta <br />Counties, was formed in the late spring, 1984. The state of Colorado, <br />Mineral and Archuleta Counties, The Town of pagosa Springs, Westfork <br />Investment, Ltd., and the Forest Service are each represented on the Joint <br />Review Committee. The role of the Cormnittee is outlined in a ~;emorandum of <br />Understanding which was entered into by all participants on August 27, <br />1984. The Memorandum is on file in the office of the Supervisor of the San <br />Juan National Forest, Durango, Colorado and in the District Office of the <br />Forest Service, pagosa Springs, Colorado. The function of the Joint Review <br />Cc:mnittee is to assist in coordinating reviews by various levelS of <br />government and coordinating public involvement. <br /> <br />The Cc:mnittee with the help of various other "cooperating agencies. has <br />aided the Forest Service in scoping and coordinating the emironmental <br />analysis of the subject proposal. The Cormnittee posted public scoping <br />meetings in Creede, Colorado on July 25, 1984 and in l?agosa springs on July <br />26, 1984. Combined, the meetings were attended by abOut 100 people. The <br />Forest Service continued to receive cOIllllents through the month of August <br />1984. Subsequently, the Forest Service with the Joint Review Cc:mnittee <br />identified the Significant issues to be analyzed in depth in the <br />Environmental Impact statement. <br /> <br />9 <br />
