IN T'ID!: BOUSI': OF BURES!:NTATIVES
-Friday. March 29, 1945
Mr. HILL. Mr. Speaker. l'e(:ently
when an Increase of 20 percent in the
allotment of sugar for commercial users
'\'as granted by the OPA and a s1In11ar

aise was not given to Indh1duaJ home
nsumen. I questioned the fal:rness or
Is regulation. It seemed Ul me that the
A had failed to colUlder the proper
r aUonshJp of the ImUvldual consumer
t the commercIal users.
orne consumers. good citizens. and
pa totlc as they are. made little outcry
or ave lltUe evidence of dl.ssatp;fadion
whet'! they suffered drastic cuts tn the
amo~t of sugar they WE're permItted Ul
use ~urJng the war. period. The ha.lf
POun~f sugar per week per Pt:>tson that
has n meted out dUring the war was
only ,fraction of the usual amount of
rugal' 1conrume1 by our hom~ folk.!.
Tht'n. you will remember that In late
19-15 th~ home consumer was again com~
pelle<! to accept a 42-P!;'rcent cut In his
already q1eager a.pportroiiDwnt of 6ugar.
Now our borne folks are only - Mlotted 5
POWlds qery 4 months. And; if'lb8
fa.mlly u~ coUee \\1th sugar 4Qd ex-
- peets enout'h tor an extra cuP. he wUJ
find that hlf sugar rationing wlJll8.bt Iit~
tie OVer two,.thlrds of th~ allolud time-.
If a consumer used two c~ of coaee
pt'r meal and one tt'aspoon of sugar-t-at".h,
at the end ot a year he would find him-
self 7 ~~ pou~ short of enough sugar
for coaee alorw. to say nothing of occa-
sional home-Cooked pie.!!. cakes. and
cookies; end he. would havc no sugar for
h1s breakfast c.,-eaL
. I have reliable information that we
wUl have availabJ,e for distribution In the
United States during 1946 a million ad~
diUonal tons of ~ugar over and above
the amount avall3ble In 1945.
I believe that the OPA sho4.ld corred
Its maldlstnbutlon and allot sugar In
such a way as to permit enough sugar
for coffee and for additional ham", cook-
Jng uscs. Certainly the enUre tonna.ge ~
of sugar available fot 1946 should not be
allotted entirely to cOtnmerclnJ users.
We ]t'arned a cruel lesson at the end
of World War I In the stock piling of
sugar, and a subsequent surplus and
prlce .collapse; let us not repeat this
mistake by creatl.ng a stock pile of sugar
at Utlstlme. .
