<br />1993 ANNUAL REPORT <br /> <br />o <br />-.:l <br />N <br />N <br /> <br />COUNCIL COMMENTS AND RECOMMENDATIONS <br /> <br />The 1993 Review. Water Ouality Standards for Salinity - Colorado River System Final <br />Re.vort, (1993 Review) dated October-1993, by the Colorado River Basin Salinity Control <br />Forum, describe the individual salinity control projects and their status. Accordingly, the <br />Council will make no attempt to repeat that information in this Annual Report. <br /> <br />General Comments <br /> <br />The Council appreciates the assistance each of the federal agencies provided to the Forum <br />during the preparation of the 1993 Review. The Council believes that the federal agencies have <br />done an outstanding job with regard to coordination and joint development of the implementation <br />plan. The Council urges the federal agencies to continue to coordinate with the Forum and <br />Work Group regarding proposed program changes, results of program evaluation, and proposed <br />revisions to the implementation schedule for salinity control projects. Nevertheless, the Council <br />continues to be concerned that inadequate funding levels have resulted in delays in the <br />implementation of planned salinity control activities. It is imperative that the federal agencies <br />vigorously pursue the appropriations adequate to carry out the necessary salinity control activities <br />set forth in the 1993 Review in a timely manner. <br /> <br />The Council has for a number of years expressed concern over issues relating to wetlands <br />and procedures for evaluating and monitoring the progress of the voluntary replacement of fish <br />and wildlife values foregone under the USDA program. The Council recognizes some progress <br />has been made but again notes there continues to be delay and controversy stemming from a lack <br />of agreement on various wetland issues. In the past this controversy dealt mainly with the value <br />of lost habitat and the amount and type of replacement to be provided; there is now a new factor <br />involved: timing of the replacement verses the time when the loss occurs.
