<br />1993 ANNUAL REPORT <br /> <br />o <br />'1 <br />1'\) <br />(0 Environmental Protection Agency <br /> <br />The Council appreciates the increased level of support for coordination between EP A and <br />the Forum. However, the Council still does not believe the higher. levels of EPA are giving the <br />nation's most extensive and successful nonpoint source water quality control program the support <br />and recognition it deserves. <br /> <br />The Council is also concerned that EPA is not applying the rules associated with the <br />NPDES program uniformly among all dischargers, specifically that Federal dischargers or <br />dischargers under federal jurisdication, such as wildlife refuges, are not being held to the same <br />standard as non-federal dischargers.
