<br />1993 ANNUAL REPORT <br /> <br />(~ <br />-.:l <br />N <br />-.J <br /> <br />U.S. Geological Survey <br /> <br />The Council believes that it is a federal obligation to provide the hydrologic and water <br />quality data and interpretive studies required to.carry .out the objectives. ofthe salinity control <br />program. The U.S. Geological Survey's (USGS) mission is to provide information and <br />interpretive studies of water resources on a regional and national level. Operation of many of <br />the monitoring stations is cost-shared with the Basin states. The USGS continues to cooperate <br />with Reclamation, USDA and BLM on site-specific assessments of salinity control measures. <br />The Council commends the USGS for its coordination and support role in salinity control <br />activities. The Council wishes to be kept informed about ongoing investigations of sources of <br />selenium contamination in the Colorado River Basin and the joint effort of USGS and <br />Reclamation to develop an implementation plan for reducing harmful selenium concentrations <br />found in certain river tributaries. <br /> <br />Department of Agriculture <br /> <br />Although the Council is pleased that the USDA National Salinity Control Coordinating <br />Committee has submitted the 1993 Report to Congress, it is concerned with the absence of <br />coordination between the Committee and the Forum during the drafting and review of the report. <br />The Council hopes that there will be better cooperation from the Committee during the <br />development of the next Report to Congress. The Council does commend the USDA for <br />finalizing its rules for administering the USDA program. <br /> <br />The Council is pleased with the number of land owners already in the program and <br />installing salinity reduction practices. However, the Council is concerned that in the five salinity <br />areas with USDA projects a substantial number of land owners are awaiting technical assistance <br />and cost-share funds in order to proceed with implementation.
