H.R. 2790, with appropriate and <br />agreed upon amendmenh, then passed the U.S. Senate and the House of <br />Representatives. H.R. 2790 was signed into 'law by President Reagan on <br />October 30, 19a4. ' , , <br /> <br />The USDA LegiSlative, SUmmary of PL-9a-569 provides a basic overv.iew of the <br />special provisions of the USDA on,farm CRSC program. It should be noted that <br />this overcomes two major obstacles for implementing voluntaryonfarm salinity <br />control present.ly being experienced using existing program authorit.ies: <br />1) lift.s ,t.he annual co st.-share payment limit.at.ion of $3,500, and 2) provides <br />for technical assistance and cost.-sharing wit.h irrigat.ion district.s or CaDat <br />'companies. <br /> <br />A specially significant featureofPL-98-569 is t.he increased non-federal <br />,reimbursements from t.he potIer revenue funds (Upper Colorado River Basin Fund <br />and Lower Colorado River Basin Development Funds) to the' US treasury for 30 <br />percent (.,.) reimbursement of the USDA federal cost-sharingwit.h ~rogram " <br />participants. With 70'1. USDA federal cost sharing, this makes the actual <br />federal cost.-share (or expenditure) 49.,. and the non-federal cost-share 51.,.. <br />In this case, 30'1. comes from program participants and 21'" (30'1. of 70'1. federal <br />cost-share expenditures) comes from power revenue basin fund reililbursements. <br />This increased non-federal cost-share provision of PL-9a-569 is a prime <br />example of tbecurrent water'project financing and cost-sbaringpolicies' <br />advocated by t.he Reagan 'Administ.ration.
