FUNDING AND BUDGETING <br /> <br />I'\) <br />~ <br />o <br />-.J <br /> <br />For FY 1985, USDA developed and su~itted a consolidated account for the USDA <br />CBSC program identical t.o the FY 1984 budget requests. The FY 1984 budget ' . <br />request was not funded due to lack of legislative authority, however, 8'.1842, <br />S.752, H.R. 2790; and H.R.3903 were all pending before the 98th Congress. <br />USDA fullyanticipate~,thatone of ,these bills, any of which could have <br />provided the necessary legislative programauthority,wou1d pass 'in,t~fora <br />FY 1985 appropriation. The legislation was not passed in t~e to honor the <br />FY 1985 requests of $12.5 million. Therefore, ASCS 8nd,SCS'budg~ts were <br />funded at tbe lower base level under a continuing resolution of the U.S. <br />Congress. <br /> <br />The consolidated aecount for the casc program was developed under the <br />leadership of ASCS and SCS with full support and eoncurrence,of the Under <br />Secretary for International Affairs and Commodity Programs and the Assistant' <br />Secretary for Natural Resources and Environment. Funds ine1uded in tbe <br />consolidated aceount would be budgeted and appropriated through ASCS and would <br />cover ASCS, SCS, and Extension Serviee (ES). These funds would ,support <br />federal eost-share assistance, technical assistanee, salinity planning' <br />studies, monitoring and extension education support. Funds for researeh <br />aetivities in Agricultural Researeh Serviee (ARS) and Cooper~tive State <br />Research Service (CSRS) were not ineluded in the consolidated aceount. <br /> <br />The FY 1985 funding levels were merely an extension and continuation,of prior <br />year funding levels. As a result, the two ongoing salinity eontrol projects. <br />(Grand Valley, CO and Uinta Basin, UT) were funded at the lower levels thr9ugh <br />the Agrieultural Conservation Program of ASCS and the SCS eonservati,on <br />teehnieal assistanee program.
