Ii un. ~..;

.

.

855,000 tons of salt in order to maintain the numeric criteria at Hoover, Parker, and Imperial Dams
at the established levels. With the successful implementation of these seven projects and those from
the prior RFPs, 348,647 tons of salt will be removed by the additional salinity control measures
which will be in-place. This represents 40 percent of the target goal established by the Forum.
Included in the Board folder is a summary of the successful proposals along with their cost estimates
and estimated salt load reductions.

Wellton-Mohawk Transfer Legislation

Last month the Board discussed proposed legislation to transfer title of the Wellton-Mohawk
Irrigation District (WMID) Facilities from Reclamation to the District and the action the Board
would take to insure that Reclamation's obligations under Minute 242 of the Mexican Water Treaty
are kept after the transfer occurs. Included in the Board folder are copies of my letters to Senator Kyl
and Representative Doolittle requesting that they hold a joint hearing on this issue. I have also
included in the Board folder a copy of the Memorandum of Agreement between Reclamation and
the WMID which is to serve as a guide for the proposed transfer of facilities between the agencies.

Also last month I indicated that representatives from the Yuma area wished to address the
Board and discuss some of the initiatives that are being proposed in the area Included in the Board
folderis a letter to Mr. Robert Johnson from the Colorado River Water Users-Yuma Area proposing
the establishment of a Ywna Area Resource Management Board to oversee a coordinated and
cooperative solution to problems in the Yuma area. This letter outlines the principles and objectives
of the proposed Resource Management Board. During the Board meeting, representatives from the
Yuma area will discuss their proposal. Also, included in the Board folder is a letter, dated August
19, 1998, from the Yuma Mesa Irrigation and Drainilge District stating the reason that it did not sign
the August II, 1998, letter to Mr. Johnson regarding formation of the Yuma Area Resource
Management Board.

e.K'~-.-, -~.~

___ .
