RECOMMENDATIONS <br /> <br />51. It is recommended: <br />(a) That the general comprehensive plan for tlood control and other <br />purposes in the Missouri River Basin approved by the act of June 28, <br />1938, as modified by subsequent acts, be expandcd to include the plans <br />presented herein. and as cxpanded be approved for prosecution by the <br />War Department under the direction of the Secretary of War and <br />supervision of the Chief of Enginccrs with such modifications thereof <br />and changcs therein as in tbc discretion of the Secretary of War and <br />the Chief of Engineers may become advisable. <br />(b) That all reservoirs constructed undcr the approved plan shall <br />be constructed, operated, and maintaincd by the War Department <br />under the dircction of the Secretary of tv ar and the snpervision of the <br />Chief of Engineers. <br />(c) Tbat no money appropriated for tbe prosecution of the works <br />herein recommended shall be expended on the construction of any <br />levee until States, levee districts, or local interests have furnished <br />without cost to the United States all lands, easements, and rights-of- <br />way for levees and have agreed that they will maintain the levees after <br />their completion; maintenance includes normully such matters as <br />cutting gross, removal of weeds, local drtlinage, and minor repairs. <br />(d) That in addition to previous authoriZl1tions for the Missouri <br />River Basin there be authorized to be appropriated a sum adequate to <br />provide for the initiation and prosecution of the expanded genel'lll <br />eomprehensive plan in a logical stcp-by-step manner. <br />LEWIS A.
