<br />JI' <br /> <br />.~: <br /> <br />3862 <br /> <br />.,' <br /> <br />:1, <br /> <br />LEITER OF TRANSMIITAL <br /> <br />':1 <br />~ <br /> <br />WAR DEPARTMENT, <br />Washington, February 28, 1944. <br />The SPEAKER OF THE HOUSE OF REPRESENTATIVES. <br />DEAR MR, SPEAKER: I am t,ansmitting herewith a report dated <br />Decembcr 31, 1943, from tbe Chief of Engineers, United States Army, <br />together "lith accompanying papers and an illustration, on n .review <br />of reports on tbe Missomi River, with l\ view to flood control along the <br />main stem from Sionx City, Iowa, to its mouth, requested. by a resolu- <br />tion of the Committee on Flood Control, House of Represcntatives, <br />adopted on Mny 1:3, 1943. <br />In view, however, of the lllrge quulltit,ies of materials, equipment, <br />and manpower wbich would be required on the construction of the <br />projects proposed in the report, and since there is no presently indi- <br />cated necessity for them in the Wilr program, the Deptlrtment con- <br />siders that initiation of construction should he deferred until aHer <br />the war or until esscntiality in tho. war effort hns been established. <br />By lettcr of Febrnary 16, 1944, tbe Bureau of tho. Budget advises <br />that (,here would be no object.ion to the submission of t.hc report to <br />Congress for its informatiou, but that the aut.horization of the improve- <br />ments recommended by the Chief of Engineers would not be iu accord <br />with the progmm of the President, at least at the present. Further <br />advice as to the relationship to the program of the Presidcnt.. of the <br />improvements considered in the report, will be given by the Bnreau of <br />the Budgct after revicw nnd consideration by that Burean of reports <br />of other Federal agencies and additional mat.erial to be submitted by <br />tbe Cbief of Engineers.
