By these proposed llllprovements; not <br />only ,,'ould large flood dmnfiges be prevented along the Missouri River <br />and Its trihutaries and the l\Jississippi River, but,nlso floodwuters <br />would be rct,uinr-d for th~il' best uscs for nIl pllrposes including irriga- <br />tion, navigation, power, domest.ic find snnitary purposes, wildlife, and <br />recreation. Considering the lar~e benefits of tangible nature aud such <br />intangibles as the saving of hlU~an lives the lllfeviu.tion of suffering, <br />~tabiliZl1tion of the economic life of tbe v'nlley, and encouragement of <br />mdustl"IUl and civic developments, the division engineer conclu~es <br />~hat the plan is t,hol'oughly justified.
