This comprehensive plan should be approved now and at least <br />the first pbase of developmcnt authorized to be prosecuted in the <br />same manner as that prescribed by existing law for similar compre- <br />hensive plans for large river basins. Apl'roval at this time will permit <br />details to be worked out througb coordmation and cooperation with <br />all other agencies concerned and will enable working plans to be pre- <br />pared so that construction can be initiated expeditiously and prose- <br />cuted with efficiency and dispatch throughout the post-war period. <br />15. I have considered carefully the reports of the division engineer <br />and the Board of Engineers and the statements thereon lIlade by the <br />three aforc-mentioned Federal agencies. I concur with the Board of <br />Engineers in approving tho plans of the division engineer Rnd I recom- <br />mend modification of the general comprehensive plan for the Missouri <br />River Basin substantially in accordance with tbe plans of the division <br />engineer for flood control, irrigation, power development, navigation, <br />and other purposes, with such modifications thereof and ~hanges <br />therein as tbe Secretary of War and Chief of Engineers may from <br />time to time find advisable, at an estimated cost to the United States <br />of $481,600,000 for additional works; subject to the conditions that <br />local interests provide without cost to tbe United States all land <br />easements, and rights-of-way necessary for construction of levee units <br />and appurtenant \\'orks and mn.intn.in t,he levee units and' urtenant <br />works after completion; maintenn.nce indudes normally mat.ters <br />as cutting grass, removal of weeds, local drainage, Rnd m repairs. <br />It is further recommended tbat in addition to previous aut ationo <br />of fnnds there' be authorized for appropriation, funds s ,.. t, to <br />provide for initiation and prosecution of the expanded gener 'om <br />prehensive plan in logical steps. <br />Very truly yours, <br /> <br />E.
