'''7:;r~!''~<~;~t0;t[~'!~~~\~ <br /> <br />Summary of Review of StudY of Bureau of Power and Light <br />In reviewing the Study S-l, S-2 prepared by <br />engineers of the Bureau of Power and Light, it should be <br />noted that their study is based upon what they aotually <br />are doing in the way of planning and investments in order <br />to seoure reliable servioe for metropolitan Los Angeles, <br /> <br />and that they oorrespond with operating praotioes of <br />major utilities elsewhere as applied to existing condi- <br />tions. In this respect,I think they have endeavored to <br />be fair in their assumptions. The principal differenoe <br />between their study and my study is largely in the amount <br />of reserve ~apaoity. I have applied the practioes of <br />some of the other oajor utilities, which results in <br /> <br />. <br /> <br />greater reserve for both the Boulder system and the sub- <br /> <br />stitute steam plant than that used by the Bureau engineers. <br /> <br />I h~ve also obtained the value of falling water for pri- <br /> <br /> <br />mary energy on the basis of private ownership in addition <br /> <br /> <br />to public ownership which shows that under private o'mer- <br /> <br />ship the allowable rate for falling water in competition <br /> <br />with stean power would be less than under public owner- <br /> <br />ship. <br /> <br />Comparative results of my study and that of the <br />Power Bureau engineers are disoussed in detail in Section <br />III of this report and are summarized in the following <br />table~ <br /> <br />. <br /> <br />A.
