B. Roberts' Independent Study
I have made an economic study mowing the value of
falling water for firm power at Boulder Dam in competition
with steam power at the load center in Southern California.
For this purpose I have worked out a combined hydro and
steam system to transmit to Los Angeles the average primary
obligation of the cities of Los Angole~ Pasadena, Glendale
and Burbank over the two existing 275,000 volt transmission
circuits with what I regard as suitable steam peaking and
standby for delivering energy to an exacting metropolitan
system at an average annual load factor of 55% with reason-
able reliability. From this studr I obtained the following

values of falling water for primarr energy at Boulder Dam,

the details of which are Shown in Section I of this report.

Competitive Value of Falling Water
For Primarr Energy
Mills per Kw-hr. at Boulder Dam
Based on Based on
Fixed Charges por Fixed Charges
Bureau of If Privately
Power and Light Owned

Prie~ of Fuel Oil Mills per Kw-hr. clills per Kw-hr.
per bbl.
Present Steam Plant Eff.
.., .90 .787 .511
.95 .863 .588
1.00 .941 .665
1.10 1.095 .819
Fu tux'e Steam Plant Eff.
. \Pl. 10 .971 .695
1.20 1.112 .838
A.
