B. Roberts' Independent Study <br />I have made an economic study mowing the value of <br />falling water for firm power at Boulder Dam in competition <br />with steam power at the load center in Southern California. <br />For this purpose I have worked out a combined hydro and <br />steam system to transmit to Los Angeles the average primary <br />obligation of the cities of Los Angole~ Pasadena, Glendale <br />and Burbank over the two existing 275,000 volt transmission <br />circuits with what I regard as suitable steam peaking and <br />standby for delivering energy to an exacting metropolitan <br />system at an average annual load factor of 55% with reason- <br />able reliability.
