In this respect, I think they have <br />endeavored to be fair in their assumptions. <br />The assumptions used bV the enl"ineers of the <br /> <br />Bureau are that tho present two circuits and appurtenant <br />generating facilities at Boulder were built for the sole <br />purpose of delivering primary energy contracted for by <br /> <br />the Cities of Los Angeles, Pasadena, Glendale, and Bur- <br />bank, who are n01ll operating under a joint transmission <br />contract for delivary of their primary energy over the <br />present two circuits, and that tho proposed third circuit <br />and appurtenant g8nerating facilities are to bo built for <br />
