<br />00087R <br /> <br />TITLE IV <br />ADMINISTRATIVE PROVISIONS <br /> <br />SEC. 401. Maps <br />(a). Filing -- requires the Secretary of Agriculture and <br />the Secretary of the Interior to file maps for each area <br />designated wilderness or a national recreation area by this Act <br />with the Committee of Energy and Natural Resources of the <br />united States Senate, and the Committee on Interior and Insular <br />Affairs of the House of Representatives. <br />(b). Public Inspection -- requires the Chief of the Forest <br />Service, and the Director of the Bureau of Land Management to <br />make maps available for public inspection. <br /> <br />SEC. 402. Land Outside Wilderness Areas <br />(a). Effect of designation -- ensures that designation by <br />this Act does not create or imply buffer or protective zones <br />around wilderness or national recreation areas. <br />(b). Activities outside area -- ensures that activities <br />outside wilderness and national recreation areas are not <br />precluded simply because they can be seen or heard from within <br />the area. <br /> <br />SEC. 403. Minerals -- requires the Secretary of Interior to <br />continue to make assessment, using environmentally compatible <br />methods, of the mineral potential in wilderness areas in <br />Colorado. <br /> <br />SEC. 404. Access to Valid Existing Rights -- reaffirms the <br />allowance of reasonable access, including motorized and <br />mechanized access to valid existing rights within wilderness <br />and national recreation areas. <br /> <br />SEC. 405. Release Language -- <br />(a). Findings -- recognizes the extensive investigation <br />completed by the Department of Agriculture, the Department of <br />the Interior and the united states congress concerning the <br />suitability of forest lands in Colorado for designation into <br />the wilderness Preservation system. <br />(b). Determination and direction -- directs that those <br />forest service lands not designated wilderness by this Act <br />shall be considered adequately studied for wilderness <br />suitability, shall be released for multiple-use management, and <br />shall no longer be managed to protect their suitability for <br />inclusion in the Wilderness preservation system. Prohibits <br />further statewide wilderness studies on forest service lands in <br />Colorado unless expressly authorized by congress. <br /> <br />TITLE V <br />STUDY OF CURRENT MANAGEMENT OF WILDERNESS IN COLORADO <br /> <br />Requires the secretary of Agriculture to report to <br />Congress on the current management problems associated with the <br />inclusion of valid existing rights in wilderness areas in <br />Colorado. <br />
