<br />these guidelines, within the framework of statutory provisions, <br /> <br />by administrative determinations is a necessary and continuous <br /> <br />process, particularly when the water resource is limited, when <br /> <br />use of ground water grows to substantial proportions, and when <br /> <br />conflicts develop by transfer of water to preferential uses. <br /> <br />Plan Formulation <br /> <br />The formulation of a state-wide water plan necessitates <br /> <br />the matching of future needs with future supplies of surface and <br /> <br />ground water. The plan as finally formulated should improve the <br /> <br />state's economic development, enhance the social well-being of <br /> <br />the state's population, enhance the quality of the environment <br /> <br />and contribute to the regional and national economy. Water re- <br /> <br />quirements for the several purposes should be projected for the <br /> <br />major river basins. Projections are now under way by the Office <br /> <br />of Business Economics and the Economic Research Service. These <br /> <br />projections will consist of an economic picture of trade areas <br /> <br />for the years 1980, 2000 and 2020 from which estimates of water <br /> <br />requirements can be developed. An economic base study of water <br /> <br />and related land uses projected to the year 2020 is being under- <br /> <br />taken by Colorado State University with funds furnished by the <br /> <br />Federal Office of Water Resources Research and the COlorado Water <br /> <br />conservation Board. <br /> <br />Potential plans to fulfill the needs of each area of <br /> <br />~~~ state should be developed.
