these guidelines, within the framework of statutory provisions,

by administrative determinations is a necessary and continuous

process, particularly when the water resource is limited, when

use of ground water grows to substantial proportions, and when

conflicts develop by transfer of water to preferential uses.

Plan Formulation

The formulation of a state-wide water plan necessitates

the matching of future needs with future supplies of surface and

ground water. The plan as finally formulated should improve the

state's economic development, enhance the social well-being of

the state's population, enhance the quality of the environment

and contribute to the regional and national economy. Water re-

quirements for the several purposes should be projected for the

major river basins. Projections are now under way by the Office

of Business Economics and the Economic Research Service. These

projections will consist of an economic picture of trade areas

for the years 1980, 2000 and 2020 from which estimates of water

requirements can be developed. An economic base study of water

and related land uses projected to the year 2020 is being under-

taken by Colorado State University with funds furnished by the

Federal Office of Water Resources Research and the COlorado Water

conservation Board.

Potential plans to fulfill the needs of each area of

~~~ state should be developed. Water deficient areas should be
