<br />", <br /> <br />Chapter 3 <br /> <br />Field Inventory of Wells <br /> <br />Purpose and Scope <br /> <br />The field inventory of wells was undertaken to improve data for well administration. <br />Data on weUs used in the Kansas v. Colorado litigation was largely based on records of well <br />permits and water rights decrees. While this data was sufficient to determine the impacts <br />of post-compact well pumping in the area modelled, it was not adequate for well <br />administration that will be necessary to ensure that post-compact well pumping in Colorado <br />complies with the Arkansas River Compact in the future. <br /> <br />The dala requirements identified as necessary for well administration are: <br /> <br />. Field verification of the well's existence <br /> <br />. An accurate location, including distances from section lines <br /> <br />. Current owner name and address <br /> <br />. Well permit number and decree number for each well <br /> <br />. A lag at the well site to identify each well <br /> <br />The objective of the field inventory is to establish the above identified data requirements for <br />each well. <br /> <br />Since 1973, Colorado has administered wells pursuant to the 1973 Use Rules, which <br />limited pumping of wells to Monday, Tuesday and Wednesday of each week unless operated <br />under an approved Rule 5 plan. I Additional roles, adopted by the State Engineer in the <br />spring of 1994 entitled "The Rules and Regulations Regarding the Measurement of Tributary <br /> <br />Rule 5 of the 1973 Use Rules Slates, "Any underground water appropriator or appropriators <br />affected by these rules and regulations may use a part or all of the water the well or wells will <br />produce without regard to any regulations if the division engineer approves a written plan <br />submitted by the appropriator or appropriators whereby the amount of the depletion from the <br />stream by said well or wells will be returned to the stream so that prior vested rights are not <br />damaged, " <br /> <br />6 <br />
