<br />geographic area of the state, the two half-time job assignments referred to above were both <br />made full-time, and the duties of an additional position were redefined through reallocation <br />of workload within the basin to include ground water enforcement program duties on a half- <br />time basis. Further, the Division Engineer's Office employed an additional sununer intern. <br />Vehicle mileage and operating funding increased to $28,42l for implementation and <br />enforcement of the 1994 Measurement Rules. <br /> <br />During Fiscal Year 1994-95, the Colorado Legislature approved Senate Bill 94-203, <br />that provided $160,468 for the employment of 4.5 additional permanent full-time employees <br />and $46,572 for operating and travel with duties specifically associated with ground water <br />administration in the Arkansas River basin. Also, an additional two full-time attorneys were <br />received to assist in enforcement of the 1994 Measurement Rules. With the addition of these <br />staff, the program expanded to inventory and record information concerning wells in the <br />field. Use of summer interns ended in favor of permanent staff. <br /> <br />In the current Fiscal Year 1995-96, $176,456 of general fund appropriations is <br />dedicated to staff salaries and overtime, and $30,884 is allocated from various sources for <br />ground water enforcement program operating and travel expenses. With the adoption of the <br />1996 Use Rules requiring full replacement of depletions to useable stateline flow for the 1996 <br />irrigation season, the State Engineer submitted a supplemental budget request for an <br />additional 7.5 full-time employees and $25,000 for operations. Appropriate supplemental <br />requests for attorneys to prosecute violations of the amended rules will also be sought during <br />this Fiscal Year. <br /> <br />4 <br />
