"...-'r..o".:.. <br /> <br />Arkansas Groundwater Users Association (AGUA) <br /> <br />AGUA is a non-profit corporation organized in the spring of 1994. AGUA currently <br />represents 367 member wells that includes wells above and below John Martin Reservoir. <br />On September 8, 1995, AGUA obtained approval from the Colorado Water Conservation <br />Board for a $25,000 loan to determine the feasibility of a well augmentation plan that will <br />satisfy the requirements of the 1996 Use Rules. <br /> <br />Southeastern Colorado Water Conservancy District (SECWCD) <br /> <br />SECWCD, is a water conservancy district established under Colorado law and is the <br />repayment entity for the Fryingpan - Arkansas Project. The SECWCD allocates Project <br />water including return flows from Project deliveries. In April of 1995, the SECWCD <br />appointed a committee to evaluate and make reconunendations on the potential involvement <br />of the District in the creation of a well augmentation plan. On August 17, 1995, that <br />committee recommended to the Board of Directors of the District the formation of the <br />Southeastern Colorado Water Activity Enterprise for the following purposes: <br /> <br />I. To allocate the return flow waters of the Fryingpan-Arkansas Project under <br />"Enterprise" status as defined by the revenue and expenditure limitation <br />provisions of the Colorado Constitution; and <br /> <br />2. To develop and administer a well augmentation plan for well owners within <br />the boundaries of the Southeastern District. <br /> <br />On September 21, 1995, the SECWCD Board of Directors favorably adopted the <br />recommendations of the committee. More than 2,000 wells are estimated to be eligible for <br />participation in the plan. Under the plan, augmentation water (including Fryingpan-Arkansas <br />Project return flows) owned or leased by the Enterprise would be made available to plan <br />participants. The Enterprise will annually purchase or lease augmentation water, subject to <br />availability, as necessary to meet the needs of the plan participants according to the 1996 Use <br />Rules. The Enterprise will be governed by the SECWCD Board of Directors. <br /> <br />Others <br /> <br />In 1994, the Upper Arkansas Water Conservancy District established the Upper <br />Arkansas Water Activity Enterprise for the purpose of administering a plan of augmentation <br /> <br />25 <br />
