<br />Chapter 5 <br /> <br />1994 Rules and Regulations on <br />Ground Water Use Reporting <br /> <br />Purpose <br /> <br />During the liability phase of Kansas v. Colorado, the State Engineer determined that <br />better information on quantities of ground water pumped within the Arkansas River basin <br />was needed. Therefore, on March 29, 1994, the State Engineer adopted the 1994 <br />Measurement Rules (see Appendix B). These roles were filed on March 30, 1994, with the <br />District Court, Water Division 2, as Case No. 94CW12, according to statutory procedure <br />set forth in section 37-92-501, C.R.S. Hearings were held and, with minor revisions, the <br />Rules were approved by the Court as of July 5, 1994, with an effective date of July 15, <br />1994. <br /> <br />The 1994 Measurement Rules apply to all wells located in the Arkansas River basin, <br />with some limited exceptions. All wells within the scope of the roles are required to install <br />a totalizing flow meter or have a power conversion coefficient (PCC) determined.3 AMual <br />reporting as to amounts of water pumped each month is also required unless a sworn <br />affidavit is submitted on an aMual basis as to the inactive status of a well. Totalizing flow <br />meters must be verified as being in accurate working condition when installed. The accuracy <br />of such meters and power conversion coefficients must be reverified at least every four <br />years. All verifications must be completed by persons approved by the State Engineer. <br /> <br />The 1994 Measurement Rules significantly improve Colorado's estimates of well <br />pumping to ensure compliance with the Arkansas River Compact. <br /> <br />The Power Conversion Coefficient Method for Measuring Pumping <br /> <br />The 1994 Measurement Rules allow for ground water pumping to be calculated based <br />on the PCC or a totalizing flow meter. Colorado chose to allow either totalizing flow meters <br />or the PCC method for several reasons. <br /> <br />, <br /> <br />The power conversion coefficient or PCC, is the kilowatt hours required to pump 1 acre-foot of <br />water. <br /> <br />14 <br />
