In Utah, it appears that the wheeling proposal offered by the <br /> <br /> <br />Utah Power and Light Company, will produce more surplus funds <br /> <br /> <br />for the Basin Fund than the construction of a Federal trans- <br /> <br /> <br />mission system to serve the preferential customers in Utah. <br /> <br /> <br />It seems probable that Regional Director Clinton will recommend <br /> <br /> <br />acceptance of the Utah Power Company's wheeling proposal with <br /> <br />provision for cancellation of the wheeling agreement after say <br /> <br />10 years.
