MCCLELLAN <br /> <br />CONSULTING ENGINEEI';! <br />1225 BIRCH STREET <br />Of;;NVER 20, COLORADO <br /> <br />". <br /> <br />January 30, 1962 <br /> <br />Mr. Ival V.Goslin, Chief Enqineer ~ Secy., <br />Upper Colorado River Commission, <br />355 So. 4th Sast Street, <br />Salt Lake City 11, Utah <br /> <br />near Mr. Goslin: <br /> <br />Herewith is my report entitled, "Report to the Enqineerinq <br />Committee of the Upper Colorado River Commission on the Transmission <br />System for the Colorado River storaqe Project", dated January 30, 1962. <br /> <br />This report is in the nature of a proqress report, as the <br />n.qatiations between the Bureau of Reclamation and the Inveator-owned <br />power companies have not been concluded. The Bureau has not as yet <br />announced what cqmponents of the transmission system will be con- <br />structed by the 'ederal government, and what components will be con- <br />structed by the power companies. In certain instances the power <br />companies have made wheeling proposals which appear to be more <br />advantageous to the Basin Fund ~han the alternate construction of <br />~amission facilities by the Federal government. <br /> <br />Throug~out the negotiations between the Bureau and the, <br />Investor-owned power companies, I have been impressed by the honest <br />. . <br />effort to work olit a joint transmission system, taking adVantage of <br />interconnections and integrated operation and adopting wheeling <br />proposals where they work out advantaieously which will produce the <br />greatest amount of surplus for the Basin Fund. <br /> <br />It is requested that this report be treated as confidential <br />until such time as the Bureau of Reclamation releases its findingS <br />and conclusions on the proposed C.R.S.P. transmission system.
