January 30, 1962 Mr. Ival V.Goslin, Chief Enqineer ~ Secy., Upper Colorado River Commission, 355 So. 4th Sast Street, Salt Lake City 11, Utah near Mr. Goslin: Herewith is my report entitled, "Report to the Enqineerinq Committee of the Upper Colorado River Commission on the Transmission System for the Colorado River storaqe Project", dated January 30, 1962. This report is in the nature of a proqress report, as the n.qatiations between the Bureau of Reclamation and the Inveator-owned power companies have not been concluded. The Bureau has not as yet announced what cqmponents of the transmission system will be con- structed by the 'ederal government, and what components will be con- structed by the power companies. In certain instances the power companies have made wheeling proposals which appear to be more advantageous to the Basin Fund ~han the alternate construction of ~amission facilities by the Federal government. Throug~out the negotiations between the Bureau and the, Investor-owned power companies, I have been impressed by the honest . . effort to work olit a joint transmission system, taking adVantage of interconnections and integrated operation and adopting wheeling proposals where they work out advantaieously which will produce the greatest amount of surplus for the Basin Fund. It is requested that this report be treated as confidential until such time as the Bureau of Reclamation releases its findingS and conclusions on the proposed C.R.S.P. transmission system.
