<br />OD25'j3 <br /> <br />Udall asked Arizonans to be flexible and not succumb to the <br />tpmptation "to tell people to go to hell." "Let us approach these <br />problems in a spirit of reasonableness." he said. "It is nice to <br />blame California, but let's remember there are 16 or 18 million <br />Californians, and not all Californians are against us, and not <br />all of the California delegation is against us." Referring to the <br />recent Cong-ress, he said, "The wonder is not that we failed. <br />The wonder is tl]at we came as far as we did~" <br /> <br />Lawrence Mehren, retiring as chairman of the board of <br />CAP A, said Arizona had learned valuable lessons from its <br />recent defeat in . Washington. "We learned," he said, "that <br />Goliath across .the river (meaning. California) must have his <br />way on his own terms, else he is an implacable foe. We learned <br />that other members of the Great Alliance wavered under pres- <br />sure. We found that t.he blood, sweat and tears must be basically <br />Arizona's." . . <br /> <br />'Be Understanding,' Mr. Udall Urges Californians <br /> <br />Congressman Udall went from the CAP A meet.ing to an- <br />other at Coronado, Calif., to plead, on California's home ground, <br />for support by that state of a "reasonable bill that can pass." <br />The meeting was that of the Irrigation Districts Association of <br />California. Mr. Udall asked Californians to be underst.anding , <br />. of "Arizona's frustration and disappointment" at the failure <br />of the Basin legislation in the Congress just past. <br /> <br />The Arizonan's words were a good deal iessacrimonious <br />. than those spoken at the same meeting by one of his congres- <br />sional colleagues, Representative Hosmer of California. He <br />called Arizonans "naive" for thinking they could pass CAP in <br />one session and said "Arizona collapsed in total disarray" when <br />the bill failed. Then he told off the leading players of the Ari-. <br />zona team one, by one. He criticized Lawrence. Mehren for <br />. blaming California for the defeat and for attacking the latter's <br />"selfishness, shortsightedness and duplicity." He said Senator <br />Hayden offered no assistance for 18 months. He complained <br />that the Arizona RCJlublic "churlishly blasted as impractical from <br />the beginning any idea of a compromise bill." He chewed out <br />Governor Goddard for demanding, as he put it, "a report on <br />the feasibility of an Arizona 'do it yourself kit' . . . before he <br />leaves the statehouse." He complained that Rich Johnson also <br />blamed California for the failure of CAP and had attacked <br />California as being "unwilling to act in good faith." He accused <br />Congressman Rhodes of favoring the selection of California <br />"as an enemy rather than a friend." He charged Secretary <br />Udall with precipitating "an even wider public-versus-private- <br />power controversy" by stripping the dams away from the bill <br />and substituting nuclear plants. And he claimed that Congress- <br />man Udall had "toyed with the idea of substituting water sal- <br />vage for water importation" and of joining his brother in sup- <br />porting nuclear "cash register" plants. <br /> <br />-32- <br /> <br />'" <br /> <br />
