Watershed, Soils and Minerals Area Management's (WS&I1AM) <br />assignment was, "Prob1E'm Area 3 -- Benefit values for watE'r . . . develop <br />Regional and local benefit value according to accepted economic proce- <br />dures . . . ." <br /> <br />Certain guidelines were given by the RE'giona1 economist which included the <br />need to respond in an RPA context and tie in with Dr. David White's "\;ater <br />Demand Analysis." Dr. White's "Water Demand Analysis" was used in developing <br />the Region's water ben.fits for land use planning. <br /> <br />The following summarize~ Region 2 water values: <br /> <br />1. Region 2 RPA Value of Water <br />-marginal value of irrigation water <br />based upon January 1982 dollars. <br /> <br />$45.50 <br /> <br />-marginal value of irl'1gation water <br />adjusted for Consumers Price Index <br />for 1982 average (CPI adj = 1.04) <br /> <br />2. Region 2 localized Value of Water <br />-marginal value of irrigation water <br />based upon Arkansas River Study using <br />1980 dollars. <br /> <br />$47.34 <br /> <br />$55.50 <br /> <br />-marginal value of local irrigation <br />water adjusted for Consumers Price <br />Index for 1982 average (CPI adj = 1.12) <br /> <br />$62.28 <br /> <br />3. Re~ion 2 geographfc values of water developed for major drainages by <br />using a weighted combination of M+I (% use and value) and agriculture (~ use <br />and value).
