This amounts to 217,000 acre-feet of supple- <br />mental water or seven-tenths of an acre-foot for each of the allotted 310,000 <br />units of Colorado-Big Thompson project supply. <br /> <br />,~ <br /> <br />In determining the amount of water that should be released for supplemental <br />uses, the Board appraises the total availabil ity of water resources within the <br />District. The Directors consider not only the April) forecasts of runoff but <br />the water available in the storage reservoirs of all local systems and the gen- <br />eral soil moisture conditions of the irrigated areas. If the project system has <br />adequate water on hand, the Board attempts to release that quantity of supple- <br />mental water which will fulfill the general requirements of the District area. <br /> <br />As the District del ivered 304,000 acre-feet in 1966 and the net inflows to <br />the Western Slope reservoirs were, at the same time, only 140,000 acre-feet, the <br />project storage system noW contains a near-record minimum for April 1 of only a <br />little more than 250,000 acre-feet, It is, therefore, clear that the Board hopes <br />the 70% quota will satisfy the needs of the 1967 season. <br /> <br />The fact is that, with normal system losses through the project reservoirs <br />and distribution system, the water now on hand will be fully required to meet a <br />70% quota delivery. <br /> <br />Obviously, the Board must always look ahead to the next succeeding season. <br />If project storage is less than normal and the potential runoff of the Colorado <br />River is below average, it is recognized that heavy supplemental usage during <br />the current season may seriously compromise the del ivery abil ity of the District <br />in the following year. <br /> <br />\ <br />'., <br /> <br />Nevertheless, the Directors realize that soils are abnormally dry; that <br />open weather has permitted early crop plantings; and that a continuation of dry <br />weather may increase the general need for supplemental water as the season pro- <br />gresses. If general needs become critically widespread, the Board will, of course, <br />
