<br />Floyd Brown, Morton Bittinger, Bud Sweet, of the Bureau of Reclamation, and I met with agents
<br />John Hallsen, Les Porter, James Whitmore, Abe Relyea, James Sachse, and Bernie Williams to
<br />explore the problem of pumping water from the closed basin to satisfy the compact agreement.
<br />Comments by Mr, Bittinger, Mr. Sweet, and Mr. Brown improved the understanding of the agents
<br />in reference to this problem. It was quite evident that the agents and, I am sure the major-
<br />ity of the local people, do not have very much knowledge of this complex situation and are
<br />,afraid of any proposal which might disturb the economy of the Valley.

<br />The areas of concern are expressed as follows:
<br />
<br />1. If the progra~ is initiated, what re-course, if any, will the p~ey people have should
<br />they be in disagreement with the operational decisions of the B!;',,"C!?

<br />2. How Can it be proven that pumping from the closed basin wUl Ql' will not affect the
<br />sub-level or the artesian flow above and/or below the pumpi~ st~tlon~?

<br />Mr. Sweet stated that the bill authorizing such a project would set forth in detail all the
<br />operational procedures which would be followed by the Bureau. He stated that a local g~p,
<br />perhaps the Water Conservancy District representatives, would act in an advisory capacfty
